They are Santolina chamaecyparissus, a marvelous heat-hardy perennial which likes to be dry (here's to the neglectful gardener!) They are pretty much this wonderful gray-green-silvery foliage year-round. A very lovely plant which I highly recommend, if you've the climate for it.

You need to set up your city blog, hon - the more the merrier! :)
